Daniel Koschützki c94ccfb6de fix: Dont return toobusy errors for healthchecks. ...

If running with an orchestrator that restarts hedgedoc on failing
healthchecks, this causes it to enter a crashloop.

toobusy -> gets restarted -> everyone refreshes -> toobusy
